It could be that South African Sign Language just looks like that. As I understand it, signing is incredibly varied between communities.

I know this is only relevant to Runewriters by the most tenuous of threads, but I wanted to mention the "sign language translator" present at Nelson Mandela's funeral, who (the translator, that is) was basically just waving his hands around. Mostly I'm just impressed he didn't get caught.
